For one terrible second, the private seemed to expect the old response.<\/p>\n<p>The sergeant picked up the cup.<\/p>\n<p>\u201cAccidents happen,\u201d he said. \u201cGrab another one.\u201d<\/p>\n<p>Conversation resumed.<\/p>\n<p>Nora carried her tray to Bell\u2019s table. On the wall behind him hung a framed copy of the installation\u2019s new leadership standard. The language was simple: authority would be judged by how it treated those with the least power to resist it.<\/p>\n<p>Bell glanced at the silver oak leaves on Nora\u2019s collar.<\/p>\n<div>\n<\/div>\n<p>\u201cWhen Rourke knocked down your tray, were you afraid?\u201d<\/p>\n<p>\u201cYes.\u201d<\/p>\n<p>He looked surprised. \u201cYou did not seem afraid.\u201d<\/p>\n<p>\u201cCourage is not the absence of fear. It is deciding that fear does not get the final order.\u201d<\/p>\n<p>Bell considered that, then looked around the room where soldiers now spoke without constantly checking who might be listening.<\/p>\n<p>Nora had entered Fort Redstone pretending to be nobody important.
