Nora and Ortega entered through a side door behind two firefighters. Water poured from the ceiling. Smoke reduced the room to shifting shadows.<\/p>\n<div>\n<\/div>\n<p>Archive boxes had been pulled from their shelves and stacked around the ignition point. Mrs. Doyle had lost her job, endured public attacks, and still returned when people were in danger. Part of the money returned to Danner through a consulting company controlled by his cousin.<\/p>\n<p>The scheme was profitable, but money was only part of it. Danner needed perfect readiness reports for his next promotion. Injuries caused by excessive drills were rewritten. Complaints were buried. Anyone who threatened the image of the command became a disciplinary problem.<\/p>\n<div>\n<\/div>\n<p>Rourke asked to speak with Nora.<\/p>\n<p>\u201cI can testify against Danner,\u201d he said. \u201cHe ordered everything.\u201d<\/p>\n<p>\u201cDid he order you to hit Bell?\u201d<\/p>\n<p>Rourke said nothing.<\/p>\n<p>\u201cDid he order you to leave Bennett in freezing rain?\u201d<\/p>\n<p>\u201cYou do not understand the pressure.\u201d<\/p>\n<p>\u201cBennett understood it. He was the one on the ground.\u201d<\/p>\n<p>Rourke\u2019s shoulders dropped.<\/p>\n<p>As dawn rose beyond the motor pool, firefighters carried the surviving records outside. Some pages were burned at the edges.
