The outage affected only the administrative building. Someone had opened a breaker cabinet in the basement and cut power by hand.

By the time military police reached the basement, the intruder was gone. A rear service door stood open, and rain was washing footprints from the concrete.

Colonel Adrian Danner arrived twenty minutes later wearing civilian clothes beneath a field jacket. He expressed concern, praised the investigators, and ordered every unit to cooperate.

His performance was flawless.

When Nora mentioned the ledger, however, Danner looked toward Ortega’s evidence case before asking what it contained.

“We have not opened it yet,” Nora lied.

Danner relaxed almost invisibly.

The next morning, Nora drove to Ohio with Bell’s written permission to contact Eli Bennett. She found him living with his mother in a narrow house outside Dayton. A ramp had replaced the front steps.

Bennett opened the door with a cane in one hand. He was twenty-three, but pain had carved exhaustion into his face.

“I already told the Army what happened,” he said.

“The Army wrote down a different story.”

“That is not my problem anymore.”

He tried to close the door. His mother, Rachel, stopped it.

“Let her in, Eli.”

Inside, Nora saw a shadow box containing Bennett’s uniform insignia and a photograph of him before the injury. In the picture, he stood straight and smiling beside Bell.

Bennett refused to discuss Rourke until Nora placed a copy of the inventory record on the table. The supposedly missing night-vision device had been accounted for less than two hours after Bennett collapsed.

Beside the record, Nora placed Bell’s written statement. Bennett read the first page twice. Bell had described the freezing rain, his own silence afterward, and the money he borrowed to buy Bennett’s equipment. He ended with an apology that did not ask to be forgiven.

“They knew?” he asked.

“Someone did.”

Bennett’s control broke. He described the freezing rain, the weight digging into his shoulders, and Rourke ordering the others not to help when his legs stopped responding. He remembered Bell kneeling beside him despite the threat. He remembered waking in a hospital and learning that every witness had changed his story.

“I thought they abandoned me,” Bennett said.

“They were afraid,” Nora replied.

“So was I.”

Bennett rose too quickly and pain drove him back into the chair. His mother moved toward him, but he lifted a hand and waited for the spasm to pass. Nora saw how the injury still controlled ordinary moments: standing, turning, crossing a room. The altered report had reduced all of that to the phrase accidental exposure.

“I planned to make the Army my life,” Bennett said. “Rourke targeted me because he needed an example. Then the report made me responsible for what he did.”

Rachel brought a small digital recorder from a kitchen drawer. Bennett had carried it during counseling sessions because pain medication affected his memory. On the afternoon after his collapse, he accidentally left it running when Rourke entered the hospital room.

The recording captured Rourke telling him that a medical discharge was the only way to avoid prosecution. A second voice advised Rourke to keep the explanation simple.

Nora recognized Colonel Danner.

Bennett had never listened to the entire file. When his mother heard it weeks later, she made three copies and hid them. She feared that challenging the Army would cost Eli his medical benefits.

Rachel had spent months arguing over hospital bills while caring for a son who could no longer climb the stairs to his bedroom. Every official letter repeated the same false conclusion. She had learned to fear envelopes carrying the government seal.

“Will this protect him?” she asked.

“Telling the truth always carries risk,” Nora said. “But I will put every available protection around him.”

Bennett stared at the photograph in the shadow box.

“Will Bell have to testify?”

“Probably.”

“Then I will too.”

On the drive back, Nora received a message from headquarters. Her authorization had been suspended pending an allegation of misconduct.

Someone claimed she had provoked Rourke, falsified her undercover orders, and conducted an illegal investigation for personal revenge.

The complaint included confidential details available to only six people.

One of them was on Nora’s own team.

Emergency lighting flooded the office in red.
